Civil Service Fast Stream tests: what to expect and how to practice

The Fast Stream online stage has two untimed tests, Work-based Scenarios and a Case Study assessment. Both ask you to judge how well workplace actions would work. Practice that judgment with original scenarios, then prepare for the assessment center’s written and spoken exercises.

The two Fast Stream online tests

Both tests are situational judgment tests with video and audio. Neither is timed, and you have 7 days to finish both once they unlock.

Work-based Scenarios

  • Each scenario is a work situation involving other people, with video and audio from the characters.
  • You rate how effective each possible action would be, on a four-level scale from Counterproductive to Effective.
  • It measures how well you make decisions and judgments in realistic work situations that involve dealing with other people.

How to practice

Our Civil Service Judgement practice uses the same kind of task: rate four actions per scenario, each on its own, on a four-level scale. Our scale says “Fairly effective” where the Fast Stream says “Partially effective,” and our scenarios are written rather than filmed.

Case Study assessment

  • You take on an imaginary role and read 7 pieces of background information first.
  • The scenario then evolves through 24 situations, each with video and audio from the characters involved.
  • Each situation has four possible responses. You choose the most effective and the least effective.

The Fast Stream online stage is Work-based Scenarios and the Case Study assessment only. Spend your practice time on judgment. If another Civil Service application names the Civil Service Verbal or Numerical Test, those have their own practice.

    • Each scheme has its own eligibility criteria, so check them before you choose.
    • Request any reasonable adjustments in this application, with as much detail as you can.

The Fast Stream Assessment Centre

The FSAC is half a day, online. The written and stakeholder exercises share one policy theme, and a different assessor marks each exercise against four dimensions: Think, Relate, Adapt and Strive.

Written Advice Exercise

85 minutes · Written recommendation

  • You review a range of information, including videos, and write advice to a senior team on the implications of a new proposal.
  • You write in a Microsoft Word template. The guide suggests about 20 minutes reading, 60 minutes writing and 5 minutes checking.
  • All the information you need is provided on the day. No knowledge of government or policy is required.

How to practice

Our in-tray analysis and written-response drills practice the core skills: connect several documents, find the rule or evidence that decides the question, and write a reply the reader can act on. They are shorter than the 85-minute exercise, so also time yourself on the official example.

Stakeholder Communication Exercise

35 minutes preparation · 30-minute meeting

  • A one-to-one role-play: the assessor plays your line manager and asks about a government policy.
  • You review documents and videos first. The exercise shares a policy theme with the Written Advice Exercise but is marked separately.

How to practice

The official guide suggests answering likely questions aloud and recording yourself. Our mock video interviews give you 30 seconds to prepare, record a two-minute spoken answer and give feedback on it.

Personal Development Conversation

30-minute interview

  • A one-to-one conversation with an assessor, mixing strengths-based and behavioral questions.
  • It explores your strengths, what motivates you, your self-awareness and why you want to join the Fast Stream.

How to practice

Prepare real examples of your strengths, what energizes you and what you are working to improve, then practice telling them aloud in about two minutes each.

The last two application windows opened in October: on October 9, 2025, and on October 10, 2024. The official Fast Stream site announces the next application window. The online tests unlock a few days after you apply, so start practicing before you submit.

    Know what separates an action that makes things worse from one that does not help, one that helps a little and one that resolves the situation. In the official example, two of the four actions share the same rating.

Fast Stream test questions

What tests are in the Fast Stream online stage?

Two: Work-based Scenarios and the Case Study assessment. Work-based Scenarios has 12 video scenarios in which you rate the effectiveness of several actions. The Case Study assessment has 24 situations in an evolving scenario, and for each one you choose the most and least effective of four responses.

Are the Fast Stream online tests timed?

No. The tests are untimed and take about 90 minutes in total as a guide. You have 7 days from the time they appear on your applicant homepage to complete both.

Is there a verbal or numerical reasoning test in the Fast Stream?

Not at the online stage. The online stage is Work-based Scenarios and the Case Study assessment, and both are judgment tests. Other Civil Service jobs can use the Civil Service Verbal and Numerical Tests, so check the test names in each invitation.

How do I answer Work-based Scenarios?

Rate each action on its own, as Counterproductive, Ineffective, Partially effective or Effective. Judge what the action would do to the situation and to the people involved. The official example rates speaking to the other manager and offering an alternative as Effective, and telling colleagues to book as much shared equipment as possible as Counterproductive.

What happens at the Fast Stream Assessment Centre?

The FSAC is a half-day online assessment center with three exercises: an 85-minute Written Advice Exercise, a Stakeholder Communication Exercise with 35 minutes of preparation and a 30-minute role-play meeting, and a 30-minute Personal Development Conversation. Different assessors mark each exercise against the Think, Relate, Adapt and Strive dimensions.

When do Fast Stream applications open?

The last two windows opened in October: midday October 10 to midday November 7, 2024, and midday October 9 to midday November 6, 2025, for schemes starting in September 2026. For the 2025 campaign, the Fast Stream aimed to share online test outcomes by early December 2025. The official Fast Stream site announces the next window.

Can I use AI tools during the Fast Stream tests?

No. The Fast Stream allows generative AI tools to prepare for the process, but not during the tests or assessments. Where AI use is suspected during the online tests or the assessment center, it may affect your application.

How can I practice for the Fast Stream online tests?

Practice the judgment both tests ask for. Our Civil Service Judgement practice has you rate four actions per scenario on a four-level effectiveness scale, like Work-based Scenarios. Our Sova situational judgment drills ask you to pick the most and least effective of four responses, like the Case Study assessment. Both use original written scenarios, not video.
