Can I carry passengers with a P endorsement on my permit?
No. A CLP holder with a P endorsement may not carry passengers other than auditors, inspectors, test examiners, other trainees and the accompanying CDL holder (49 CFR 383.25).
Does the passenger endorsement have a skills test?
Yes. Federal rules require a knowledge test and a skills test for the P endorsement (49 CFR 383.93).
